Windows XP Display Tab

My question is concerning the windows xp displat tab!! When trying to change
my background I can't locate the tab that the trouble shooter tells me to
find in the display catagory? What do I need to install do to fix this
problem??
 
start/run, type: (or paste in)

rundll32.exe shell32.dll,Control_RunDLL desk.cpl,,0
