Windows XP Display Settings Changing on Logoff/Reboot

With Windows XP Pro Workstations on a Windows 2000 Server, whenever users logon and change their display settings, then logoff or reboot, their setting revert to a predefined setting. With anyone who has Admin privileges, the settings stay, but anything below doesn't seem to work. We have made all the users Power Users on the local machine, but this still doesn't work. Any ideas?

Try giving the users roaming profiles and see if that fixes the problem.
