Windows XP Desktop Display Bar

Ok this has been borthering me for ages...

my toolbar at the bottom of your desktop... the one that can display
quicklaunch etc etc... when ever i open a program or folder it wont display
it as oopen, so when i minimise it it just disapears and the only way i can
get it back is by Alt+Tab

PLEASE someone help!!!
