Windows XP boot problem

I have the up-grade version of WinXP. XP will not boot
now and I was wondering if there's a way to restore or re-
write the boot records without Fdisking the HD. The best
I can get is the screen that asks if I want to boot into
safe mode, the last known normal working situation, etc.
When I click on any of the choices I get a message that a
vgaoem.fon file is missing. Any help would be a great
help. I do have the HD as a slave at this point, so I can
access my data.

OK....but another problem persists

Hey, i got the same problem with the vgaoem.fo file. I went through the recovery in dos like it said on the windows site and typed in the command it gave to upload from the recovery disc. However, when i enter it, it says ACCESS DENIED on the next line of code.

I do not have an admin name or passowrd, its just a home computer. Im wondering if it has anything to do with the fact its a Dell and mabey the encryption on the start up disc isnt allowing. Im trying to help a friend with this problem too before he goes to the last resort of re-booting
