Thanks for your response.
I looked a list of public group more than twice but could not find it
but when I clicked the link you posted the group was miraculously added
to my subscription list. I am still puzzled about it.

Thanks for your response.
I looked again and again a list of public group but could not find it so
I posted the question here. I must have missed locating it. I could
subscribe it by clicking a link in the post by PA Bear.

Click the "Subscribe to groups"
plug 64 in the box, double click on the group to subscribe.

I am using Thunder Bird as the news reader and following the procedure
to subscribe newsgroups. I originally I did not see
microsoft.public.windows.64bit in the public group list but since I
sucessfully completing subscription application by clicking the link
posted by PA Bear it has been added in the list. I do not know why.

Thunderbird seems to cache the newsgroup list to speed up browsing.
Unfortunately, this means that you need to "Refresh" the list whenever
you suspect that there might be new groups available on the server.
There is a <Refresh> button on the Subscribe dialog box for this purpose.
