Can Backup utility be added to WXP HE

I notice that a backup utility available with Windows XP Professional is
missing from Windows XP Home Edition. Is there a way to add it to WXP
Home Edition?

If Ntbackup is not on the installation CD it can be downloaded from
here: http://www.onecomputerguy.com/windowsxp_tips.htm#backup_home

Note that ntbackup on XP Home does not support the ASR function.
