windows xp 2000 home edition is not shutting down

I have windows XP 2000 operating system on pc.
When i click turn off computer or log off any user it is
unable to shutdown.
Its not showing any error message.
Only way to shutdown is switching off the power.
when i switch on power directly desktop is coming that
means windows is not shuting down and startup both.
But i am able to work as usual. Another thing i observed
is ctrl+Alt + del is also not working.
If anyone know the solution please respond

OK then. I have see a few instances where it may take 2-3 minutes to shut
down. Are you sure yours is not the case?
