Windows won't start!

I just recently loaded on Nortons, after doing this it said to reboot. I did
and now i just get the standard user window, but when i click on any one it
says 'loading your settings' then immediately says 'saving your settings' and
goes back to the which user window. It does the same in safe mode and i can't
do a system restore either. help me.
 
have you tried the system restore with the windows original CD?
-note you may lose some of your existing setups but at least your computer
will work once done.
