Windows wont start up

When i shut down my computer i didnt wait for it to shut down all the way (i
turned it off when it said "windows is shutting down") now when i turn it on
it gives me the option of starting in 3 different safe modes and last known
good configuration and alsostart windows normally. I've tried all of these
options but i only get as far as that black screen that has an energy logo in
the far right hand corner (if you press delere while there it takes you tothe
CMOS setup utility). It wont allow me any farther than that. What should i do?
 
shutdown pc. disconnect all cables from back except power, mouse, kb,
monitor. Insert windows cd and boot it. Select > setup > new install >
repair current installation. (if it doesnt boot from cd, go into cmos/bios
and enable the setting/option to boot from cd) -GL
