Start-up/Shut Down Problems on a new build

I built a new computer and installed Windows Xp Home. Everything seems to be
running smoothly except that when I shut down my computer overnight and start
it in the morning I see the bios screen and the Windows loading screen but
don't get any further than that. I get no error message my screen just
alternates from black to grey and back to black. The only way to get around
this is to do a hard reboot at which point Windows asks me if I wish to start
normally, in safe mode or use last known good configuration. I have tried
safe mode, normal and last known good configuartion. I have also restored my
computer back to a previous restore point hopeing to fix the issue.

So far nothing has helped...It doesn't do it all the time but now I am also
gettiing a very slow shut down...it can take several minutes for the shut
down options window to appear.

Any ideas on this?

Does the BIOS allow you to delay reading of the HD? I seem to remember
reading of a setting like that to allow the HD to attain maximum speed.
Coulda' been a dream though..
