Windows Won't Shut Down

When I try to shut down Windows (XP), I get the screen
that says "Shutting Down," but nothing happens. When I try
to restart the computer, I have the same problem. I'm on a
laptop (Dell Inspiron 4150), so this is a major problem
especially when I don't have my AC adapter with me. What
I'm forced to do is put the computer on standby, and after
a day or two of not shutting the thing down, I get RAM
issues. Any suggestions would be greatly appreciated.
