Windows VPN connection problem

I've been using the Control Panel->Network Connections->New Connection
Wizard. I set the connection just like the tutorial says with the following
options:
- Connect to the network at my workplace
- VPN(Not Dial-up)
- Do not dial the initial connection
- Put in the IP address
Then, despite telling it in two places that it is an internet connection,
not a dial-up, it tries to dial the IP address and times out saying there is
no dial tone. It also shows up in the Network Connections window as a
Dial-up connection.
What do I have to do to get this thing to quit trying to use the modem?

The 'Dial a Connection' option allows for another connection to be
pre-established before the VPN. This is mainly for use in situations where a
link must be established over which the VPN will connect.

It doesn't refer to the dialling-behaviour of the machine itself, which is
controlled by the Connections tab of the Internet Options in Control Panel. I
suspect you'll find this has been set to 'Always dial a connection' - hence
your problems.
