Error 800 'Unable to establish the VPN connection

We have a rep in Hong Kong who dials into our network via a VPN.
The connection Details as follows:
HK: Sony laptop connected to local LAN (managed by apartment rental company
central gateway 640Kbs download 64Kbs upload, ISP is Netvigator)

UK: There are two sites 250 miles apart each has Draytek 2910VG router with
VG100 modems.
site 1 Dual ISP connection (Nildram & Plusnet business accounts around 6.5Mb
down & 750kbs up) std LAN
site 2 Dual ISP connection (Nildram business account around 6.0Mb down &
750kbs up) std LAN

There are three static ip addresses used to VPN into the network.

When they try to dial in they get 'error 800 unable to establish the VPN
connection. The VPN server may be unreachable or security parameters may not
be configured properly for this connection.'

This started on Thursday December 6 and occurs every time for two VPN's but
it is an intermittent problem for the 3rd VPN.

I have tested the all 3 VPN's from 2 remote points in the UK and they work
every time.

I have read Robert L's diagnosis of this error and apart from not being able
to check the Hong Kong gateway settings I cannot find any reason for this
problem.

Any suggestions would be appreciated.

VPN error 800 is GRE or firewall issue. If UK site works, I would check the
HK site. Perhaps, they don't allow VPN. Or use this VPN tools to
troubleshoot it.
