As a general statement, no it is not true.
Some older application programs will work on Vista, but others will not.
That depends on the specific programs. There's nothing new here; exactly the
same thing has been true with every other new version of Windows that's been
released--some older applications will work, and others won't. However, most
relatively recent application programs *will* work under Vista.
When it comes to utilities, as opposed to application programs, it's much
less likely that older ones will work with Vista.
My personal experience is that all my application programs work with Vista,
but a few utilities didn't.
