If the copy of Vista is a 'full retail copy' in other words you purchased it
yourself, separate to your pc then Microsoft are responsible for technical
support. If the copy of Vista came already installed on the PC, then the
retailer is responsible for technical support. If, however, you purchased an
OEM copy of Vista then you are responsible for technical support because you
are the original equipment manufacturer.
However, you will get a far quicker response from the newsgroups because the
problems are not that much of an issue to warrant technical support
personnel looking at them, even though you may think they are.
I'm not sure about your first question, other than this is a permissions
issue. Maybe taking ownership of the files will solve the problem? See this

Your second question can be solved by either clicking on the option to
unblock the program when this blocked program box appears, obviously it is a
pain because you have to do it each and every time. Editing the MSConfig to
see if you can get away without this application loading or visit this link
