Vista upgrades

I bought this notebook with Windows Vista Home Basic (OEM) installed.
Then I bought a new desktop PC and a full retail version of Windows Vista
Home Premium.

Am I allowed to do a clean installation of the full WVHP on the new desktop
AND on the notebook as an upgrade?

Nope. Neither version can be installed anywhere else.

The notebook stays with what it has until you purchase an upgrade.

No. You'll need to purchase an additional upgrade license if you
wish to upgrade your notebook. See the following:

Retail Vista can go anywhere, on any 1 PC at a time.
