You can download a set of powertools from
microsoft.com/windowsxp. One of these power tools is
called TweakUI which allows you to set various funky
settings that are not available in a standard install.
Navigate to this registry key:
HKEY_CURRENT_USER\Control Panel\Desktop
In the right pane, change the value for PaintDesktopVersion to 1. Close
regedit and reboot.
