Can I install Tablet PC Windows XP version on normal
destop PC or laptop?

WinXP Pro Tablet PC Edition is available only as a
pre-installed OEM operating system on specifically manufactured Tablet
PCs.

You cannot buy it to install on other devices.

No. It is specifically to provide the additional facilities needed on
the Tablet PC hardware, and comes with machines that include that.
Other than that it is built on standard XP Pro, which is what you
install on machines without the hardware
