Windows Updates Won't Update? And Update KB839643 Won't Install Properly

1.Recently i have been trying to install windows updates
but since the last 2 months it keeps saying there are no
updates avaliabe at this time but i have checked the
microsoft site and there have been about 4 more released
since then, why isn't my windows update detecting those
updates?

2. I downloaded manually windows update KB839643 and when
i install it, it throws up an error message and this is
what it says in it's log file
