I cannot get Windows XP to download and install updates
from Microsoft.

Try going to Start, Control Panel, System. That will pull
up System Properties dialog box. Then click on the
Automatic Update tab and make sure you have the
appropriate boxes checked to download updates.

This is the short version of steps to troubleshoot access problems:

Disable any/all of the following installed on your system:

- firewall (even the native one)
- antivirus software
- popup stopper
- download manager

Go to the Control Panel/Internet Options, click on "languages" and make sure
at least your default language is installed.

Check the Date & Time applet and make sure that the day/month, and
especially year are correct, if you are out of date by 90 days or more you
will not see any updates.

Add these sites to the list of trusted sites under Internet Options/security
in the Control Panel:

https://Windowsupdate.microsoft.com
https://V4.Windowsupdate.microsoft.com
https://Download.Windowsupdate.com
https://a248.e.akamai.net

Then retry Windows Update. If this doesn't help, try more troubleshooters
here:
http://v4.windowsupdate.microsoft.com/troubleshoot/
