Please don't use all caps.

You could try tapping F8 after the initial BIOS screen but before the
Windows load screen and from the menu choose
"last known good configuration".

First do not use caps for posting. It is considered shouting and it is very hard to read.

When buying a used computer be it Desktop or Notebook the best thing that you can do is to reformat the system since you do not know what you can have in way of Virus\Malware\Trojan

I would reformat and install the OS with a clean install. Did you get the CD disk with your purchase?? If not then you have a problem.

I USE CAPS LOCK AT WORK AND AM JUST USED TO IT SORRY DONT REALLY THINK THIS
IS A BIG DEAL OR PART OF MY ISSUE THAT THESE TWO PEOPLE OBVIOUSELY DID NOT

You may do whatever you like, but if you don't adhere to generally
accepted standards of posting, don't be surprised if nobody wants to
help you and your questions go unanswered.

WELL THEN SORT IT OUR FOR YOURSELF.
YOUR COMPUTER PROBLEMS ARE NOT A BIG DEAL TO US.

It is considered rude to you all caps, in a corresponsondence, or a NG. IOW,
it means you are shouting at your readers.
