I remember reading somewhere that MS would now be posting new Windows
updates on the second Tuesday of the month, but I don't see anything
listed. Is this info incorrect? Thanks!

This was a rumor perpetrated by The Register. OTOH, if there are no
updates to post, there will be no posted updates.

LOL! Just because the Register likes to roast MS's balls over the coals
doesn't mean that what they report is a rumor.

And it's total BS that MS doesn't have anything to patch in December.
What they should say is that they couldn't finish up what needs to be
patched this month.

You are mistaken

It's the second Wednesday, not Tuesday.

See here for proof.

And so are you mistaken. From your link:

"Starting in October 2003, Microsoft will release security bulletins on
the second calendar Tuesday of every month. However, the first set of
monthly bulletins for October will be released on Wednesday, October 15,
2003."

The source you cited contains among other things the following statement:

"Security bulletins will normally be released on the second calendar Tuesday of
every month. However, the first monthly bulletins will be released on Wednesday,
October 15, 2003."

The calendar on that page further shows the 2nd Tuesday of each month except for
a lone Wednesday occurrence to be the goal for security bulletin release.
