Windows Update permissions

I've got a server that is not a member of a domain that I need to apply
updates to. I'm logged in as administrator but when trying to apply patches
I get "You do not have permissions to update Windows 2000. Contact your
system administrator". I've checked the local policy and have removed
restrictions to Windows Updates and checked the registry for restrictions but
to no avail. Any suggestions? Thanks.

Have you changed this one?

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
NoWindowsUpdate

If 0 or not present, access will be granted
If set to 1, access will be denied

Yes, I've checked and that registry key is not even present.
