Windows Update - No updates installed - Windows 2000 server

Windows update states that there are 15 updates that need
to be installed. However, when attempting to install them
I get a message that says "No updates installed" list the
updates with a failed message.

Update history shows they failed.

What do I need to do to update the windows 2000 server
 
restart the pc, delete all previously downloaded files
and revisit windows update site :)
