Windows update for BITS 2.0 and WinHTTP 5.1

I am uable to install the update for Bits and winhttp. When I go to the
Microsoft download it says that I do not have permission to update Windows XP
and I am a systems administrator. I am unable to perform windows updates
without this feature and am afraid the system that I rebuilt for a customer
will have to be rebuilt. I don't want that. Please advise.
