windows update failure

Had to reboot this morning and when system came up the
windows update system was automagically activated. Said I
needed some "critical updates". I went thru the drill and
was led to Office 2000 updates - which proceded without
error.
Came to next part of process and was informed that I had a
critical update about JPEGS - went thru that drill and it
said that I did not need anything for these problems.
Came back to critical update screen and it said that I
needed service pack 3 for "Net - stuff" I said ok - the
update in progress screen came on and said it will take 4
minutes to download and the screen appeared to hang. I
went for cofee and came back 15 minutes later - nothing
had happened.
I "canceled" and got out ok.

I went back to the windows update site to try again and
got to the critical updates - for Net and started again -
got update failed - retry. Never was successful.

After going thru all gyrations I went back to try and
figure out problem - it seems that I never installed the
base Net package - whenever it came out. Is this probably
the problem? Should I start from scratch and install the
base and the try the service pack 3 install again?

Any help appreciated
