Windows Update : Downloads but doesn't install

New to XP and running into the following problem:

I am running Norton Internet Security 2002 and I think
the problem is either in the permissions range (although
i can't believe that for windows update itself) or in the
firewall/Antivirus programs.

Anyone had this problem and how did you solve it?

Try disabling the Norton suite during the update process.
This will let you know if it is the culprit, and maybe get your
machine updated. If it works, then you can start narrowing
down just which part is causing your problem and lower only
it in the future.
