Windows Task Maneger and Internet Explorer

When I use to press Control Alt Delete the task manager would come up as a full screen (File, Edit, shutdown) but now only the inner box closes so the only way I can close the window is by right clicking and selecting close on the status window (where my clock is) does anyone know why this happens and how I can get the other options back

Also in internet Explorer I cant edit the Icons on the top bar. like refresh, stop, fravorits. My only option when I right click up there is to make them into text icons or with no text. Does anyone know why this is.

Open Task Manager & double-click the top bar of its frame.

Not sure what you mean, but you can't 'edit' those icons, you can hide them
or move them around.
To move them, Rt-click on the Toolbar and uncheck 'Lock the Toolbars', to
hide or display them View, Toobar, Customise.

You're running Task manager in small footprint mode. Double-click on
the border of the window to get the normal version.
