Windows Task bar doesnt show opened programs!

Hi
For no apparent reason, windows xp doesnt show the tasks or opened programs
anymore, i did system restore, it fixed the problem, i uninstalled newly
installed programs, and all was fine for 1 day then again it happened!
 
My task bar didn't show opened programs or minimised ones either. and the
below link worked a treat.
