Windows Start up problem

My problem is one that I've never had before. My WindowsXP Pro starts up what
is seemingly fine. I put in my password, it does its normal "loading user
settings", pauses and then I get an error message stating that the
application failed to initalize. I hit OK and it pops up again, and I hit ok
again. Then, my desktop appears and I have no icons. I do know that I have
several virus and spyware attacking my system. My problem is that my current
spyware and registry cleaner are not solving the problem, nor is One Care.
The only way I can access the internet is to wait for the spyware to pop up
telling me I have a problem that re-directs me to a web page. From there I
can use any address I want in that browser. To make matters worse, I can't
find my XP Pro disc to re-install. I'm very frustrated and ready to give up.
Any advice that will solve my problem without me spending hundreds of
dollars? I can't run any applications unless they are web based and even
then, my chances are iffy.

Boot the computer into Safe Mode (press F8 between the BIOS POST and Windows
actually starting to load). The timing can be tricky, so it may take a
couple of tries. Once in Safe Mode, run your AV and anti-malware software.
You can also choose Safe Mode with Networking, so your AV/malware apps can
check for newer updates.

I've tried Safe Mode, Debugging mode, last configuration that worked.. all
with the same results. I forgot to mention that my task manager has been
disabled by the admin. Which is a new problem. I also can't get a start menu
to pull up by pressing Ctrl+esc. Nothing I've tried has worked. The error
message I get at start up is in a userinit.exe dialog box that states, the
apllication failed to initialize (0xc0000005). Does that help at all? I can't
perform any tasks at all right now.
