Windows shutdown problems

I have two problems:
1. When I try to reboot I get the error
message "C:\DebugLog.Log is not responding" Nothing
happens when I try the "Close now" option.
2. When I try and shut the computer down completely it
freezes on the "Saving File settings" message, or an
error message appears which tells me "Outlook.exe is not
responding" This time I CAN terminate the program
with "Close now", but this causes Outlook to start up in
Safe Mode (with no options deactivated) when I boot up
again.
Have Windows XP Professional with service pak 1
Would appreciate suggestions on how to correct/diagnose
this problem
 
Hi,
Check what do you have running in the background when you are
trying to reboot.Also look at the event viewer to find the error logs.
