Windows Shut down

I am have trouble shutting down windows XP. I go to
Start and then click on shut down. The computer starts
shutting down. It says that windows is logging off and
then shutting down. The screen goes black but the CPU
does not shut down and starts up again. Then windows
starts up again, Please help
