Windows setup CFGMGR32.DLL

I am currently running windows 98SE and am trying to upgrade to Windows xp
home. I cannot install this on my computer. During the dynamic update an
error starting program message comes up and it says The
C:\WINDOWS\SETUP\CFGMGR32.DLL file appears to be corrupt. Reinstall the
file, and then try again.

Any help with how to do this and where I can find it?
