installer failure

In an up to date Win XP Pro machines, when I try to run
some setup programs, including (but not only)
WMEncoder.exe (Windows Media Player 9 Encoder) I get the
message "The procedure entry point
setupAPI.CM_Enable_DevNode could not be located in the
dynamic link library CFGMGR32.dll", then "Error loading
SETUPAPI.DLL".

I tried repairing the OS, searching the knowledge base
and googling: CFGMGR32.dll, setupapi.dll, and
setupAPI.CM_Enable_DevNode

Can't find anything that helps.

What is the version number of the file %windir%\System32\CFGMGR32.dll (Right
click, Properties, Version tab)?

2)
If you search for CFGMGR32.dll, do you find it several places (besides the
System32\DllCache folder)?
