Installation error

I just reinstalled XP-SP2 from scratch two days ago.
I've got almost everything reinstalled now. But today I started getting
this common error when trying to install certain programs.
"The procedure entry point setupapi.CM_Disable_Devnode could not be located
in the dynamic link library CFGMGR32.dll".
In each case so far, I've been able to OK the error and the applications
have seemingly installed alright. Two of the programs that displayed this
error were Weatherbug and the Hauppauge WinTv application. Weatherbug (paid
version) seems to be working fine. Video is lousy in WinTV, but I doubt if
that's related to the installation error. I was going to replace the dll
files with the ones in dllcache but they were in use and wouldn't let me. I
could go in Safe Mode or boot into Windows 98 and do it, but I imagine
that's not the problem anyway.
I haven't been able to get any hits on Google or in the MS Knowledge Base.
Anyone have any ideas here?

OK, so I downloaded it and installed it on another computer I don't use
much, just to check it out. It's OK, but I like Weatherbug better. For one
thing, I don't like that "splotch" it puts on the desktop. Weatherbug will
keep track of 5 extra locations, has animated radar, pretty pictures and
all that good stuff. Maybe WeatherPulse will do some of that stuff too, but
I didn't run across it at first inspection.
My primary concern at the moment is getting to the root of the DLL error
problem.
But anyway, thanks for bringing that app to my attention. I'll recommend
it to people who want something but don't want to have to pay for it.
