converting from FAT32 to NTFS

To enable Shared folders of msn messanger, I did this operation for (C:\)
before successfully. This time I tried to do it in one PC using Win XP SP2
too,

Start|Run|cmd|then: convert c: /FS:NTFS

but I got this error message:
(Entry Point not found)
The procedure entry point CM_Get_Device_Interface_List_ExW could not be
located in the dynamic link library CFGMGR32.dll
what can I do?

Thanks, but not solved yet.
My syntax is correct what about the message error I mentioned, by the way I
got the same message when I tried to run these commands:
chkntfs, chkdsk, help convert, convert /?
Does that mean there is a problem in cmd program?
