Windows Security Update CD

I installed the Windows Security Update Cd on my computer
and it crashed and will not reboot. It just keeps turning
itself off and on every 30 seconds. I have attemtped to
reboot in SafeMode, Last Known..., etc. and it NEVER
takes. Have I lost everything? Will I have to do a
complete system restore? HELP!
