Windows Security Dialog does not display

On some XP boxes when I press Ctrl-Alt-Del the Windows Security Dialog does
not display. Rather the Task Manager is started.

I have noticed this on Pro and Home.

What do I need to change to have the Windows Security Dialog always display?

This is the Default behavior if you use the Welcome Screen, in Home or Pro.

Try Windows key + L on those systems.

Probably someone can justify this inconsistancy.
But for me it provides one more bit of stuff that results in wasted time.
