It says I must restart the computer ( didn't work ) or start
the service ( where do I do that ?? )

Go to Start > Run and type: services.msc , and hit enter.
Scroll down to " Security Center", right-click on this service
and select Properties > Startup type > Automatic, then Start
the service.

If you received a message like this: The site cannot continue because one or
more of these Windows services is not running:
Then go to Start/Administrative Tools/Services. Check to the if a service
named 'Automatic Updates' shows a status of 'Started' and the 'Startup Type'
column says 'Automatic'. If either the service is stopped and or startup
type is set to 'Disabled' then:

Start the service and set the startup type to 'Automatic'.

Hi I suggest you go into the registry.. you can see what is enabled and
disabled from there.. go to start button press run then type in msconfig then
hit the ok button go to services tab then scroll down list for security
centre.. that will tell u whether it is enabled or disabled
