Windows scrolling randomly & uncontrollably

When I am using my computer which runs WinXP home version,
sometimes the scroll bar on the right side of the screen
starts moving up and down erratically, causing the screen
being viewed to scroll with it. Can anyone tell me what I
need to do to fix this problem?
