Windows returns to Welcome screen after logon

I have a problem I have never seen before, and do not know how to fix it.

A user brought me his laptop, and when you boot it up, it gets to the
Welcome screen with the user login icon. When you click to log in, it begin
to load with the message indicating it is loading the user settings, but
then immediately displays 'saving user settings' and retruns to the Welcome
screen to choose an icon to log on again.

I have tried booting in safe mode with the same results.

I have tried booting to safe mode and logging in as Administrator with the
Administrator password with the same results.

I have booted with a Norton AntiVirus disk, and have found no viruses.

Any suggestions would be greatly appreciated.
