Windows & Quicktime

I have Quicktime downloaded on my PC. Some Quicktime applications however
won't play, I get a Quicktime symbol with a questionmark in it instead. My
system plays many Quicktime files, it just seems to have an issue with some,
mainly on various websites. Is this a windows security issue?

Perhaps, but likely not. Without specific URL of the ones that are giving
you trouble, it's hard to judge.
QuickTime does not play ALL file types. For a listing of what it does
handle, check the PREFERENCES|FILE TYPES list.
