Windows Picture & Fax Viewer bottom taskbar close and edit button

The taskbar button at the bottom for closing the viewer and opening the edit
program does not work: it closes the viewer but does not open the edit
program (I have MS Photo Editor). Yet, the rightclick Context Menu's Edit
correctly opens the Photo Editor. What's wrong where?
 
What you describe has been reported before, however no solution has ever
been posted. Indeed your right click and open with to edit should work and
is, as far as I know, the way around this particular annoying problem.
Maybe somebody has found a solution since the last time this problem was
posted.
