shimgvw.dll is used to launch the viewer:

rundll32.exe C:\WINNT\System32\shimgvw.dll,ImageView_Fullscreen %1

If you have reason to believe your copy is corrupted, you can try using SFC
to restore it. (Open a command prompt, and enter "sfc /?" for help.)
