Windows Picture and Fax Viewer on windows 98

my dads pc is a windows 98 and when he puts photo's i gave him on a disc he
cannot see the whole picture only a small part of it, how can he open the
file to view it on the whole screen? is there a Windows Picture and Fax
Viewer for windows 98? my pc os is windows xp
