Windows open at half size

I sent this earlier today but didn't see it posted So I'm sorry if you
answered and I missed it.
For some reason when I open a program such as Outlook Express or Win.
Explorer, they open at the smaller size not the full screen. Any suggestion?

You can right click the shortcut, click properties then there will be 4
choices, Start in, shortcut key, Run and comment. Beside run choose
maximized.
