Windows not booting all the way- help

Help. My computer with windows is doing funky things. It boots up to the
computer with wallpaper but no icons or the start button come up. I can only
run programs or do anything by hitting control/alt/delete and using the run
command from there. I am assuming that the the windows explorer file is
corrupt, but it will not let me copy another copy of that file over it from
disk. This is a xp professional version and i bought the computer used from
a business, so i don't have the disks to re-install the program. I tried
using a version of windows xp home edition that I purchased and it says that
it won't over install because its an older version. AHHHHHH- Help. How Can i
format the hard drive to install the windows disk or correct the problem in
windows. Any help would be much appreciated. Postings can be done heer or to

PS- It won't even boot in safe mode
 
Is Explorer.exe running? Can you start it using the Task Manager? If
it cannot be started properly from the Task Manager see:

Most likely repairing Internet Explorer is one of the first and easiest
thing to try IF you cannot successfully start Explorer.exe. Otherwise
if you can start Explorer.exe the shell might not be properly set in the
winlogon registry key. Permissions issues can also cause similar
problems. Let us know more.

I have the exact same problem. System starts and the Taskbar appears
for a split second and then disappears. That's the end of the start.
I'm using sysinternals.com's Process Explorer to see the active
processes. When I try to manually start explorer it appears in the
process list for about a second and then dies right in front of my
eyes. I'm able to start various programs manually (like firefox, skype,
etc) but no system utilities like control panel (run 'control' from
command line). I ran AVG's virus check -- no viruses found...
help would truly be appreciated!
