Windows never turn off.

As soon as the computer shuts down it restarts unless I pull the cord off. Anybody can help me.

We've got a computer at work that does this because wake-on-lan is broken.
Try disabling this in the BIOS settings.
 
This is usually caused by faulty hardware. Try a new power supply, otherwsie
might be a faulty motherboard.

In addition to the other suggestions:

By default, XP is set to restart when there's a system error. It's possible
that this is what's causing the behavior. Causes for the error vary and can
be software or driver related. It will take some effort and detective work
