Windows Messenger [Ground Hog Day]

I am having problems with Windows Messenger. I don't use it, and don't want
it running in the background.

1. I disabled it in Start Up, yet it still starts up with the PC.
2. I disabled it from starting up with Outlook Express, yet it still runs.
3. I UNINSTALLED it from my PC, yet it is still there!
4. Even when I simply hide the icon in the task bar, when I restart Windows
up it pops again.

Why can't I get it to go away? It's driving me crazy!
