Windows Media Player 11 - Live Video FPS

I am experiencing a problem with Media player 11 running on an early upgrade
of Vista. Streaming live video (live TV brodcasts for example) over the
internet on any protocol runs at a very low frames per second (less than 1
much of the time). Bandwidth is more than 5x adequate. It works fine playing
recorded video back over the internet from any website. I have tried every
combination of options for buffering etc. to no avail. Other PCs in the house
run on XP and stream same content just fine. Also tried to downgrade to XP,
but HDD will not spin up for XP to see it, thus windows aborts install.

Any suggestions to fix either issue is greatly appreciated.

What is an "early upgrade of Vista"? What is the version number? Is
this a Vista release candidate?
